Its a tough pick for me because Liara has my favorite romance story; it has a great arc and carries through three games. But I'll go with Merrill for the win. I really like her personality and I tend to root for people like her.

The Mass Effect Love Interests are far better, but a lot of that has to do with having three games to develop.

Well, Liara for Mass Effect is easily my number 1. I felt a real connection with that romance far beyond any DA one; largely due to it developing over three games. I also just happen to love Liara. I doubt I'd have played Mass Effect near as much without that romance. In fact, I never romanced anyone else in my many playthroughs.
No DA romance however has really affected me in any deep way. That scene at the end of Lair of the Shadow Broker made me teary. The only scene I could conceive of in the DA universe that could affect someone in a similar way was when Solas dumps you, yet it didn't even rival LotSB for me. The problem is the Solas romance only develops over one game, and there's so little content which makes it suffer further. If the Ultimate Sacrifice had been done the way some mods have made it with the warden giving her life, the Alistair romance might have had a truly epic/sad ending.
The thing is I generally only play as female characters, and make do with the romances available. In DA:O I went with Alistair as it made for a great story. I preferred him over Leliana or Zevran (when I recruited him). In DA2 Merrill was my favorite yet my canon didn't romance her because I just couldn't picture femHawke being in a lesbian relationship with her. In DA:I I've romanced Cullen, Sera, and Solas. Again, taking advantage of the options available for a female protagonist. Yet none in these three games really stand out.
ME: Jack.
DA: Isabela.
Jack is my favorite BioWare character and her romance remains the gold-standard to which I compare all others.
Isabela's romance was my next favorite -- between both franchises -- but still pales in comparison to what my Shepard had with Jack.
It doesn't sit right with me when my Shepard doesn't romance Liara. There could be a million *ss shots of Miranda throughout the trilogy, and I'd still go with Liara.

I just like ME characters a lot more than DA characters. The romance choices in ME seem more important because they stretch throughout the trilogy. It always feels like you're story as a couple continues on as the trilogy goes. With, DA sometimes the choices aren't even that good, and if they are they only last one game.

Don't make me choose! Oh, alright. Kaidan by just a hair. The build up with Sheploo from fellow soldiers to friends to lovers over the span of years, made it the more meaningful relationship to me.
But Alistair! *cries* My f!warden loves him too!

Mass Effect: Either Liara or Jack
Who would I choose? Leliana, easily. All day, every day. Dragon Age characters in general are just way better for me, honestly. Leliana particularly so. :3

I'd choose Alistair, because funny and self-deprecating goes a long way, although I also loved Kaidan's controlled personality, that you open up over 3 games (and dat voice).

Oh boy...

Both romances and the men in them are just so wonderful. Both are funny, adorable, charming, sweet,romantic, respectable, loyal, bad*ss the list goes on. Both have amazing qualities as characters so this is why its so difficult to choose! So, to make a decision I will just say what the biggest pros for each of them were.
For Cullen's romance it was more about the character I was allowed to be during it. Shepard was very limited in this regard as you didn't have the same amount of dialogue choice compared to protagonists in the DA games. DAI allowed me to finally role-play an awkward/shy voiced protagonist during a romance, something I've wanted for a while. Getting kissed mid-sentence, repeating her-self during the chess game "we should do that! " are some examples
. Being so used to playing a confident and sometimes very forward (*cough* ME2 femshep *cough*) main character, this was incredibly refreshing for me. I could even tell Josie (as a mage) that the Inquisitor fancied a templar before but was too shy to say anything to him! Just, just bootiful
Watching them both act so awkdorkable was a wonderful experience and unlike ME, I was in role-play heaven simply for having more choice.
But despite this, the Garrus romance still holds a special place in my heart. Not just for having a romance arc that spanned 3 games, but for how it progressed across those 3 games . His romance just felt more, momentous, because of this. It was an unconventional romance, not because he was alien but because you got to know him as a friend first. There was something very special about having your protagonist's best pal also becoming their soul-mate. It takes a while for them to become a couple officially but that's what I love about the romance so much. When they finally do declare their love for each-other on top of the citadel (shepard saying it, Garrus showing her he feels the same
) you believed it.
I remember leaping up from my sofa and cheering, it was one of the happiest moments in ME3 for me.
So yeah, Garrus edges out Cullen for having a relationship that grew over a trilogy. Now if the next DA is a sequel , that might change. We also have DLC coming so his content isn't over yet!

I would pick Tali since the relationship continues for two games and just felt the most for her with what happened with her father and being there to help her get past it.
DA: Alistair/Anders/Blackwall
ME: Kaidan/Thane (back to Kaidan after Thane died, and I pretended that the one time I romanced Jacob never happened)
I'd choose Blackwall over all of them, even my HoF's hubby King Alistair. What can I say, I somehow ended up developing a major thing for a burly warrior with a deep voice and blue eyes over (two) hot blonde guys, an alien assassin, and a soldier with a somewhat unfortunate haircut.
