The Mass Effect Love Interests are far better, but a lot of that has to do with having three games to develop.
Leliana and Liara for me, but I agree with this. A central appearance in a one-off game doesn't really have a fair chance at competing with characters that feature in a trilogy - especially when you can start a romance with a character in the first game and then watch it develop throughout the sequels. For the same reason bonds of friendship and the general feel of the team/crew have never been as strong in DA as they are in ME. One game just isn't enough to convey the same sense of "man, the **** we've seen".
I think this kind of hit home with me during a scene with Garrus early on in ME3. You reflect upon how both of you have ended up in positions of authority and wonder whatever happened to the old days - 'rogue spectre and c-sec agent running and gunning outside the lines, making it up as we went along', as Garrus puts it. There's just nothing equivalent to it in DA as you get cut off from your characters so soon.
