No, it seems random.

In my canon playthrough, I always have the Katari, the Necromancer and the Reaver chatting right outside Cullen's office, the Keeper in the gardens and the Alchemist at the well near Blackwall's barn.

I have never promoted Katari or Reaver even once so far.

I never play MP and none of them appear though so it must have something to do with mp

I have Neria in the garden and Luka by the barn,

but it's Cillian, Hall and the Katari up on the battlements...

Pssht... I was using dehumanizing/-elfing/-qunaring class-terms for clarity & uninvolved SP-only-people.

Y'all make me sound so cold...

I'm sad Thornton isn't in my game :[

We need as many D7 War Assets as possible if we have any shot at stopping Cruciferous and the Reavers.

I don't play MP, but after What Pride Has Wrought you can find the MP Arcane Warrior and Keeper in the courtyard discussing the revelations of the temple. The conversation seems to indicate the Arcane Warrior is Andrastian, and that the Keeper is thinking about converting.

Huh. Is that who those people are? I wondered about that, since their design looks too deliberate for them to be generic soldiers or Haven villagers who made the migration. I never played MP, so if they're in my game, it has to be random.

Are you sure AW is Andrastian? Genuinely asking.

I was always under the impression he was found alongside the other "ancient" elven guardians in the Temple of Mythal and tagged along, so that seems strange.

I never play MP and there are at least 5 MP characters around Skyhold. There may be more but I just don't know who they are.

While I have noticed these npc's, I've never particularly paid attention to these loiterers. Now, I feel prompted to pay closer attention. I've only sampled multi-player, so am currently at a very low level. Funny too, I had played ME3 multi quite a bit!

You mean Cillian right? it's the armour that confuses you, he is not one of the elven guardians it seems.

You do get another guy in elven guardian armour after the Temple mission, not sure if this one is a guardian though, maybe?

For me the three people near Cullen's tower change everytime I run around Skyhold and come near that place. Sometimes all three change and sometimes only one of the three will change. I've seen the templar woman, a qunari, woman with a round headpiece on her head, elf in vacuum armour, a black man with a hat,  a white man with arrows, a big scary tatooed woman and a funny looking man with a pointy hood.

I also always have a strange looking dwarf (with some sort of goggles) sitting near the horse statue by the stables. I didn't know it was a MP character, I thought it was some easter egg I didn't get or something.

And I've never played MP.

The group of three alternates each time I come back to Skyhold so I think I must have 8 mp characters at Skyhold. I'll have to match them up to the actual characters so I will know who they are and their stories.

That would make sense since no one has mentioned seeing Argent, Belinda, Korbin, or Tamar as they are all mentioned as being deployed to various places in War Table ops/missions depending on your choices.

I usually have Katari, Thornton, and (I think) Hall on the walls by Cullen's office and Luka is pretty much a fixture over by the stables. Admittedly, I haven't spent enough time in the gardens to see if Neria or Cillian are hanging out there.

Wherever you find dark corners and, er, horse manure, you are likely to find

If you played the MP, you will know how cool they are, especially the Alchemist (the dwarven girl near Blackwall's barn).

It isn't true. Each of the characters from MP is simply already part of the Inquisition. You can encounter some of them at Haven.

It was only in ME3 where promoted characters increased your readiness score.

Could it have something to do with the table missions? I've heard that some of them involve MP characters, but I'm not sure which ones. E.g. mission done= character appear.

I've seen most of them before even trying MP, it's just I had no idea who those guys really were.

I've never touched the multiplayer and I've seen all of them in Skyhold. Damn Neria is always in my way in the gardens. I know I've seen them referenced in my war tables too.

Oh that's who they were! I was wondering what was with the scattering of npcs who look different to the others but don't seem to do anything since I haven't played MP. The elf in the temple of mythal armour in particular was confusing me a little.

I'm not certain, my assumption is based on the banter between himself and the Keeper. He invites her to what sounds like a Chantry service, and she says something like "Why not? Perhaps the old ways are not what we thought they were."

As others have said, he's not from the Temple. I believe he and the MP Keeper are from the same Dalish clan.
