I play Hunter 95% of the times and Thornton ("black man with hat") is the only one I have never seen in the Keep.

 

Maybe your active MP character is left out of the rotation because they're out adventuring or something.

I'm not certain, my assumption is based on the banter between himself and the Keeper. He invites her to what sounds like a Chantry service, and she says something like "Why not? Perhaps the old ways are not what we thought they were."

 

As others have said, he's not from the Temple. I believe he and the MP Keeper are from the same Dalish clan.

 

I was very interested this and found a save to experience it myself. There is a pair of elves, a female in scout armor and a male in the same gold armor Cillian starts off in. The male sounds Andrastian, the female not, and they do talk about what the Temple meant (the dialogue is different if you're a Dalish Inquisitor, the female finds significance in it being "one of our people" who lead the way to the temple).

 

But these are not the Keeper and Arcane Warrior from MP but regular NPCs. Neria (Keeper) is always in the garden and Cillian (Arcane Warrior) is sometimes one of the trio by Cullen's office. Argent (Assassin) hangs out in the Rookery and Luka (Alchemist) is by the stables. The rest are randomly picked to be part of the trio. None of them ever talk, sadly.

Darn it, I hadn't spotted Argent because it's quite dark in the Rookery, but yes there she is, watching the birds (no Parakeet's sadly).

Apologies for the Threadomancy, but does anyone know if any of the new characters added through dlc pop up anywhere? Standing in silence would be perfect for the Silent Sister, methinks!
