Possible to be a Spectre from the start?

In ME2 I got my spectre status reinstated, I even confirmed this with gibbed.

 

But then in the beginning of ME3 I have Anderson saying "you were a spectre", and the Spectre office is closed before meeting the council.

 

Then I have a chat with the Turian councilor and he "reinstates" my Spectre status again.

 

Is this a bug? Or are you always treated as if you didn't get reinstated in ME2?

 

One possible explanation I can think of is, I let the original council die, and got reinstated by Anderson. Maybe the devs slipped up and just made reinstatement totally dependent on the status of the original council?

 

Anyone know how it works?

 

I know it's a minor thing, but I just did a full trilogy run trying to make my ideal import, and I've got one variable messed up. It's frustrating.

 

Also, how many resources do you need in ME2 to get 100 war assets in ME3? I had >1,000,000 total and got 10 WA. (didn't use gibbed for them either)

Hasn't Shepard been relieved of command and was in detention at the beginning of ME3? Maybe they also stripped him of his Spectre status because of that?

I imagine that while detained for 6 months, Shepard's Spectre status was probably suspended for the time being, since it doesn't do much good to be listed as an active agent while in custody. Minor detail, but in my full trilogy playthrough, the Spectre office was available for entry before entering Udina's office for the first time, when it's usually supposed to be locked out before meeting with the Council, and this wasn't an NG+ playthrough. I never really paid much attention to it, but now I'm curious if that's supposed to happen.

I'm pretty sure you can. I can at least confirm that if you are Spectre in ME2, the Turian councilor he says that "the council has decided to uphold your Spectre status."

I think all of it depends on which council is in power.  I hear the "uphold" line if it is the original council but I hear the "reinstate" line if it is the replacement council even if I was reinstated in ME 2.

Didn't know that. Sounds like new council is more subservient to the Alliance's will than the original council.

To be a Spectre at the start of ME3 you have to save the Council in ME1 and get reinstated in ME2. Doesn't change anything really. The Spectre office doesn't open any sooner nor are you given any special authorities. It's just a technicality.

It is opened sooner. Not that it matters much. If you were reinstated you can access it before meeting the Council.

I've read that only 100 000 is needed of each resource to get the 100 war assets. I've tried a few times and only ended up with 25 war assets.

 

When I collected all the minerals in ME1 and had 100 000 of each resource from ME2, I did get 100 war assets. I did another playthrough doing the same thing and only got 25 war assets. It might be a bug. I don't know.

It's another one of thise little details why I wish opening Earth sequence was ME1-style walking and talking with few characters in the Alliance quarters for a little bit before starting the main "Reaper invade" gunplay level. Something to better establish the starting point of ME3. I hate how you finish ME2 and then load ME3 and suddenly:

- you're in prison, no explanation (comics do NOT count, no story should rely on companion material to make sense)

- Shep acts like he already knows Vega which is just a bad way to introduce new character, especially dudebro-looking one like Vega. Even Kaidan/Joker were handled better in Prologue level of ME1 because we could talk with Chakwas about them and Shep didn't act as if he knew them already

- if Anderson was picked a Councilor, he's suddenly back in Alliance now, no explanation once again (no, codex mention is not proper story handling) and Shep acts like he knows it already

- Spectre status mess, even when u picked being reinstated in ME2

 

They really should've just made it a mini-level to walk and talk with few chars, check news reports about your incaneration and stuff. Hey, maybe even talk with the stupid little boy about his toy model or something to establish him better and give ANY reason to care for him other than "he's a kid = you must care". ME1 and ME2 handled their opening way way better.

Thanks for the replies, guys. I'm importing a character that saved the council into ME2, when I get to ME3 hopfully I'll be a Spectre.

After some digging I've found some people claiming that it's based on how many resources you scanned for pre-suicide mission. This seems strange since you can complete missions and import saves after the suicide mission, but I'll give it a shot.

 

I'm going to deplete the entire galaxy pre-suicide mission during my ME2 run, for science.

I think it was a mistake to have the Reapers invade at the beginning of the game but yeah they could have done much better introducing the player. The sequence is shoddy and feels like it was cobbled together after something else got cut.
