I missed recruiting Blackwall in the Hinterlands. I am now at Sky Hold is there a way to get him to join my party? The Inner Circle quest says "No longer available"

You can't.

You have to do it before you finish Haven and get to Skyhold. If you want to recruit him, then you'll simply have to reload and do his recruitment quest prior to starting the confrontation with Corypheus in Haven.

You do not have to recruit Blackwall before reaching Skyhold. It's actually rather interesting to do it after you've been made Inquisitor, though you lose out on some content. You must, however, do it before the Adamant quest.

Wasn't aware you could do it after getting to Skyhold, but that's good to know. I was too paranoid about not getting everyone, so I made darned sure to do it just to be safe. Anyway, I guess since the OP says he/she is 200 hours in, I guess it's a little late to reload before the battle of Haven, or the first time you get to Skyhold...heh.

So where would I go to recruit him after reaching Skyhold?

The same place you'd go to recruit him while in Haven. Once you get the recruitment quest, it remains available in your log until sometime during the "Abyss" quest chain (I have a save between Crestwood and investigating the Western Approach and it still shows up).  Unless your game is bugged, I suppose.

Thanks for help! I just loaded a game at Skyhold and the Adamant quest is still available but the inner circle quest is still unavailable. I have a save while still at Haven and the inner quest is still available so I will start there and work my way back! Sigh but thankfully this game is really pretty and I am sure I missed a ton of stuff. This is my first time playing the Dragon Age Series

It's much better to do it while in Haven, for a variety of reasons. Hope you enjoy the experience!

 

WARNING: There's a bug with Blackwall's dialogue flags. In the "I want to know more about you" section of his conversation choices, DO NOT exhaust all of the options. Leave at least one question unasked (ask it then reload a previous save if you're really curious). Otherwise you'll miss out on some important talks much later on.

Have you tried heading to the location of where to recruit Blackwall? I've never tried recruiting him after Haven, and so, I can't say much about the recruiting thing.

Blackwall is easy to miss because his recruitment is only possible within a certain timeframe. I believe Leliana even hints as much when she tells you about him.

He's not there. The cutscene where he appears never triggers, IIRC.
