For those who don't know, if you defeat Ishmael before speaking with Michel de Chevin in Emprise Du Lion, you are not able to recruit him as an agent. As I had planned out my Inquisition perks to the last point, this completely screwed me because I wasn't able to recruit him and count him as a point in one of my Inquisition categories.
My question to Bioware DEV: Is this a bug? And if so, do you have any plans to fix it? (I would love to see this fixed.)
