I have purchased glass, beds, drapery and have found banners etc. But where do I find items that fit under décor?

Decor unlocks after you finish either "Wicked Eyes and Wicked Hearts" or "Here Lies The Abyss".

Decor unlocks after you get to Skyhold, which happens after siding with the Mages or Templars and then completing In Your Heart Shall Burn.

 

After you get to Skyhold, if you travel to Val Royeaux, there will be a new vendor available to you that sells Decor items.  The vendor is located across from the outdoor bar/dining area in VR.

Hmmm
I am at Skyhold and have visited the shop in Val Royeaux, but the items in the decor are all still locked. I have purchased beds, glass, and drapes at the store in Val Royeaux - at least one type of each item he sells.

I have not yet done Wicked or Abyss, so maybe thats the ticket.

Yeah, once you do one of the main quests (WEWH or HLtA), most of the scaffolding goes away and you get to choose your decor.
