is there a way to get the perk before going for the mages/templars mission?

Yes, but you need to work toward ONLY that perk. Closing Rifts, recruiting agents and, establishing camps all get you influence as does completing requisitions. Chances are you will be level 10-14 before getting the perk but, you can get it before doing the mag or Templar mission with enough patience. You can do all of the Hinterlands, Storm Coast and, Fallow Mire, that's enough to get it.

Very possible and very easy to. You don't need to invest a single perk in Forces to get More Healing Potions perk. You can recruit up to 4 Forces agents before the Mage/Templar mission. 3 of them are in the Hinterlands, the very first area you visit.
It's much quicker and easier to recruit agents rather than investing perks to make a particular prerequisite. Although I definitely recommend getting the Underworld Knowledge perk from Forces super early on, perhaps as the first Perk you ever get. Super useful early on.
