Where exactly does one pickup all the DLC armor/weapons in game?

It is in the armory. You will get to be able to see it around 5-10 min of gameplay.

You get to an armor locker pretty quickly in game, the DLC stuff will all be there (sans weapons but those come later)

for the armor yes, for the weps there in the weapons locker.
