So, I made a masterwork dual carved blade, then I made a grip. When I go to modify, it says no upgrades available. This a bug?

I've never had any issues with it and as you don't give any specifics about the grip, my guess would be that you're trying to use a dagger grip rather than a dual dagger grip.

it's just an ornate dagger grip tier 3. I can put that grip onto other daggers, just not the one I made. And yes I'm high enough level. The grip says lvl 19 required and my rogue is lvl 20.

The game differentiates between regular daggers and dual-blade daggers - they have different attack animations and use different upgrades. As arkngt says, dual-blade daggers like the one you crafted require dual-blade dagger grips. The ornate dagger grip is a regular dagger grip and won't fit dual-blade daggers.
