Due to the small differences in armor rating, armor does not really matter much with warcry if deciding from a pure armor perspective. That said, willpower seems to be the superior stat for tanks next to con and cunning.
As I see it, I need an armor that allows:
Armor rating -> Not relevant, you will get high armor anyway. Thereby allowing cross class armor with little penalty.
Bonus heal% -> Makes Devour stronger
Crit chance -> for the passive that reduces CDs, so you can Devour faster.
Willpower = Cunning = Constitution -> They are equally good on a reaver imo.
So that leaves:
Defensive slot: Cloth > Leather > Metal (IMO)
Utility slot: All armors gives something. However, crit chance can easily be gotten on weapon? So... Cloth = Metal > Leather?
Offensive slot: Leather > Cloth > Metal Crit damage and chance, the metal ones are not wanted!
Currently I think either superior prowler mail or superior battlemage coat might be the top choices.

To conclude my priority is: Crit chance, bonus heal%, will=con=cun stacking, ele-resist, ranged defense. Any advice, corrections or suggestions are very welcome! 
Edit: To clarify, I want my tank built around Devour + Dragonrage spam with decent damage and high mitigation.
