It seems like I am missing most of my tiles and only have a few unlocked even though I have beat the game. I even loaded my most completed end game character and still not showing all the tiles. I'm wondering if it is because I have no slots left therefore can't copy my "current" play through over? I'm looking at my last exported world state instead because I have no slots left.

Have you tried clicking on "locked" options to see if you have unlocked alternative options available? If you aren't copying a save state over then all the options will start at the default values even if you have never chosen/unlocked those default options. However any alternate options you have unlocked should be visible if you get to the select screen for the choice.

I'm also seeing that most of them are locked, in spite of having completed most of the stuff in question. A few options that aren't completely locked are wrong, such as Sera not encountering whats-his-face, so I'm not sure what's going on. It has the correct name for my Inquisitor, so it's getting something. Just not much of it.

Good to know. I'll see if my current PT matches with my last load. Could be the issue.

Were you able to figure it out? I have three completed playthroughs. Sided with the mages twice and templars once. My current or last playthrough I sided with the mages, but only Calperina unlocked. I copied it over and it is still not unlocking. Not sure what I am doing wrong.
