Everytime I select create new character the game freezes on the loading screen

Okay, got a late post here, did you ever manage to fix it, I am having the same problem.
Specs: Also Quadcore, also Win7 64bit Ultimate, also 4gb ram, with 9800GTX. I never found a solution to this, I ended up having to download the Gibbed Mass Effect 2 Save Editor to manually create a new game, as it appears I could load a game fine, just not create a new one (try downloading a saved game off the net and seeing if you can load that).
Also, try adding the -nomovies parameter to the end of a shortcut to MassEffect2.exe, try that and see how it goes.
Apart from that try:
Updating Graphics Drivers
Updating Sound Drivers
Disabling Sound in the configuration
Updating .NET framework
Updating C++ Package
Open Msconfig and disable all non microsoft services and all startup programs, and run it then to test for software clashes.
If these all fail, try forcing a close on MassEffect2 when it freezes. For me it froze when I selected a new Male Character, but crashed when I selected a Female Character. Basically, try to get the dialogue box for "Mass Effect 2 has stopped working", as it will create a dump file then so long as you hit the Close Application (or similar) tab on both of the pop ups. The crash dump it makes will be found in Documents/Bioware/Mass Effect 2/BIOGame/Logs. If you manage to get that, can you post the latest unreal**(whatever)***.dmp on a site and send me the link, ill download it and run a diagnostic on it (or if you have WinDbg you could do it yourself, but you may not be familiar with it).
