The DLC is modular enough that you can really play them anytime; there's no specific time in the story that they take place. The gear you get from them scales to the level you are when you receive it, though, so a lot of people like to play them in Act 3 so the gear is still useful for the final battle. I, however, being impatient, played them in Act I.

Alright thanks! Will probably play them between act 2 and 3 since I am halfway through Act 2 atm.

Exiled Prince - Throughout the Acts
Mark of the Assassin - Act 2, but Act 3 works (any Act is possible)
Legacy - Act 3, but Act 2 works (any Act is possible)
I don't think it makes sense to do either at Act 1, except for curiosity's sake. Or Act 2, because the story might fit there the best for you. Or Act 3, again because of story, or because of the level-scaling rewards from them.
Its really up to you.
Mark of the Assassin is a mix of Orlais (aka 'field trip!') and Qunari (which Act 2 is most about).
Legacy is a mix of Hawke (which imo Act 2 is very about), Wardens (which Act 2 fits kinda with), Magic (which Act 3 is most about).
They're both fitting enough. If you want the top suggestion, then sure, do both before the end of Act 3, in Act 3.

I want to add that both DLC are very, very enjoyable. I was gladly suprised how well done they are. I wish the main game had more quests threads as good as the ones in Legacy or MoA.
And I wish DA:I could have DLCs like that in the near future.

Both make most sense at act 3. Being champion and being respected by Qunari (if you earned the Arishok's respect anyway) make it the most sense why Tallis would seek you out and why you would be so respected. Not to mention there are references to other characters that you can only meet in act 3, that you can then meet again during the DLC and they'll speak of their last meeting.
And Legacy? Nothing but the full powered champion of legend could handle a darkspawn mage that apparently makes the power of the ancient magisters PALE in comparison. No way someone who beat that will then go on to have trouble with a mere qunari Arishok. In fact, my last playthrough I pretty much made him the final boss, with the final stage and Meredith seeming more like an epilogue. I did Legacy with just the "last straw" remaining, and it worked really well.
And best part? It lets you get some real milage out of the champion armor. It's the coolest armor in the game no matter what class you are, but it always feels like the game is practically over once you get it. Saving both DLCs for after you have the whole set is awesome, lets you use the trademark Hawke look for as long as the game will allow.

I agree that both are best served up in Act 3. MoTA just doesn't seem proper until Hawke becomes the Champion, especially if you got the Worthy Rival achievement with the Arishok, and Legacy is a huge story bridge to Inquisition. Plus, it helps that it greatly pads the much shorter third act of the game, and as andy says, you get a lot more mileage out of the Mantle of the Champion.
