Well it is a PR piece. In PR words are important. Maybe he should have put "some".Is he missing that, or just not talking about that?

This is somewhat disheartening to read. One thing that bugged me about Inquisition is that the feel of you leading this massive army is not properly represented in the gameplay, as you mostly see your soldiers in the form of small patrols in the regions throughout the game. After thinking about it for awhile I became suspicious if it was due to the previous console-gen holding them back. Judging by this part of the interview it seems like that was the case.
"We established fairly early on we would maintain gameplay parity. Visually, obviously, we knew there would be differences - if there wasn't then we'd have severely missed our mark. PC is a powerhouse now, PS4 and Xbox One have the benefit of a decade of hardware development." The PS3 and Xbox 360 in comparison have "memory limitations", Laidlaw continues, but sometimes the limitations lead to new ideas.
"Yes we could have had more enemies on screen, but instead we were able to think about how we could have enemies that work together - buffing each other, for example. Was there a potential for us, if we went beyond Gen 3, to go further? Sure, but we have to build a game that we are able to ship in the box."

Yeah it is... what is the point of supporting their new gen release if they're only producing a slightly better looking PS3 version?
The biggest maps in the world wouldn't mean a thing if there was nothing in them.

The ps3 and 360 sold >160mil units to date, each with over 80mil units sold. The current gen consoles XBox1 and PS4 only has a combined unit sales of 30+mil. That is why many developers are not abandoning the last gen consoles.
It will be a while before developers concentrate on current gen console only titles.

Not quite where I was going with that. My point was that the passage in question sounded like he was talking about stuff they might be doing in the future, rather than rehashing what they did and didn't do with the existing game

Though while other devs are cutting framerate and graphics, bioware seems to be cutting content and making their maps totally empty.
