I've heard that it doesn't. I just unlocked Elementalist, and I nabbed this ring last weekend, so I was curious if it actually works now, if it was fixed at some point.

Most of the time, the surefire way to know if a ring works or not is if the relevant stat is actually boosted when you go to the Abilities page and check on it. The damage value for Firestorm does not do this. However, I have heard that this is not a 100% indicator, and I haven't done any testing personally, so it might work, but I'm leaning towards no.

Yes it works 100% I can promise you that.
I've played enough with it to see the difference between it being on and not being on. It's actually quite the difference.
