 Conscript the mages sometime and you will get a war-table mission where you have to deal with a couple of runaways.

 

You can choose between Cullen or Leliana's advice as to how to handle them. Cullen says just have them work in the stockade 'til they cool off, nothing serious.

 

Leliana, on the other hand, says let them go ... they will quickly realize that the world is not a safe and friendly place to their kind and return to the Inquisition in time. So for all her whining about conscripting the mages, her own response to this issue exemplifies why the alternative she supports is... unwise.
