So, runes can only be made?

Seriously, what's the deal with having to make the runes anyway?
I have finished Haven, the hinterlands, and the Oasis, (Over 60 hours and stilldid not get aby runes.

I have tons of rune making material, and No way to make them. I cannot even find a blank rune anywhere.

I have accumulated about 6 corruption runes and one lighting rune. I have never made any so I'm assuming I found them somewhere. Or maybe Dagna shoved them in my pants when I wasn't looking.

You're holding them in the wrong hand. You have to hold them in the off hand to craft them.

They don't open up until later in the game (I think the first guy who sells blank stones shows up only after In Hushed Whispers or Champions of Justice).

Because reasons.

OK thanks. But do whole runes even exist? I only ask because I have played this long without seeing one.

You need to progress to a certain point and then get the arcanist (i.e. Acquire the Arcanist operation) to begin crafting rune. Then, blank runes are sold by a number of merchants, including one at your base. Searching on Google if you want to get spoiled on when exactly you can craft them.

 

And yes, whole runes can be rarely found prior to that point, if I recall correctly, but you will not be able to attach them to your weapon before Acquire the Arcanist operation is completed. Once you reach that point, more whole runes can be found. I remember by the end of the game I have to sell those runes that I did not craft.

You can indeed find them or make them. I think you just had back luck in that department.

IIRC, you can get blank runes while still at Haven/Frostback (yet before Skyhold). You have to be able to visit Val Royeaux. Just keep visiting Val Royeaux for a new dwarven vendor to show up in one of the shops. I'm not sure if his arrival is triggered by anything or he just shows up at some point.

 

The Rune Icon (pentagram–far right) does shows up in the list of items you can make at the Craft Weapon station in Haven. You will need a schematic, the materials and the blank rune.

Maybe we were trying to help you; the thread was and is active. And you don't need an arcanist or have to be in Skyhold, as I explained in my post. While rare, it is possible in such an open world.

 

Per the Wikia: “In Dragon Age: Inquisition, runes can be applied to weapons that possess a rune slot to improve the effectiveness of the weapon. Runes are applied at the Modify Weapon table in Haven or Skyhold's Undercroft. Runes cannot be applied to armor. Once applied, a rune cannot be removed, only replaced.”

Sure you can have runes on an earlier stage.

If you open the Temple of Pride in the Forbidden Oasis you can farm +16 Master Spirit and Fire runes. You just have to chose and spend the shards on one single room. You don't have enough for both fire and spirit, but if you find all shards in the Hinterlands, Storm Coast and Forbidden Oasis you have enough to open at least one element.

You need 6 shards to open the the front door to the temple, and then 36 shards to to open the last and third door in one of the elements.

 

You can collect 50 shards if you find all shards in the three maps (49 as one in Hinterlands is bugged), and still have7 shards left to start the next element.

The Hinterlands - 22 Shards
The Outskirts: 4
Lake Luthias: 4
Redcliffe Farms: 5
Grand Forest Villa: 5
Lady Shayna’s Valley: 4

The Storm Coast - 13 Shards
Storm’s Solitude: 3
Morrin’s Outlook: 3
Waterfall Cave: 3
Driftwood Margin: 4

Forbidden Oasis - 15 Shards
Desert Edge: 5
Alres Peak: 5
Solasan: 2
Upper Walkway: 3

 

If you're a warrior or rogue I'd chose the fire element first as you can't attach spirit runes to melee weapons, and fire runes can't be used on staves.
