Nothing you can do about it, I've had players on xbone that thought they were rappers and began freestyling. I just try to get them kicked, if that doesn't work, I just mute or leave. There is such thing as freedom of speech and expression. Just saying.

This actually might for into LFG but MP section definitely needs more subforums. Scuttlebutt could accommodate all and everything that doesn't for elsewhere.
The SP and MP modes have their different quirks as well as players so I'd say it's justified to have a separate MP Scuttlebutt.

I agree there should be a larger sub forum but the only one the majority of people go to is combat strategy, they'd be better off changing the name to misc.

Unfortunately as all others mentioned you can only Block and Report. However if you're a concerned parent (and I can understand as I am a parent of 4 myself) you should be able to use parental controls on the console to prevent them from hearing adult strangers in multiplayer. Well you can on the XBOX at least. Not sure if you're on PS3/4. Naturally I know you're mainly addressing the fact this person can go on and act like this with any minors he comes across but it's out of our hands after just doing Block and Report
