Armor Tiers

Is it so that the highest tier is on top? That's how I've crafted my armors, skipping the middle one.
The armors I'm talking about for Archer are called:
Peerless Archer's Tunic
Inquisitor Operative Armor
Archer's Tunic (color)
So am I right in that the Peerless one is Tier 2? Also I've heard about these DLC armors. All of these were there before I downloaded the Destruction DLC so where might I find these new armors?

The tiers you mention are the ones already in the game.
You do not need the Destruction DLC to craft them, but they were initially introduced in patch 1.03 (I believe).
At the end of the day though, the tiers do not really matter since armour wise it does not increase alot, so use the armour sets and colours you like.

Also while the stats might be nearly equal (though I'm guessing multiplayer uses different armor calculation algorithm than single player mode and thus the numbers of high quality armors on MP don't match those of the high quality ones on SP, yet their damage reduction difference is significant) I'd love to craft only the highest tier rather than mid tier in case later on we'd get higher tiers that require the current highest tier crafted first.

I am not aware of a DLC armor, then again, I added the DLC before I even started playing MP..
Soon enough you will have crafted each and every bit of armor available and still drown in crafting materials.. I do hope that there will be a use for these materials at some point...

Well, you will want to craft them all to avoid the game give you an armour card instead of a rare drop, eventually. Start with Warrior cards, since they require the least amount of cloth.
Save your Cotton (all tiers) though, since they are used for Heal on Kill weapon enhancements when used in the Utility slot.
