I do the same. Instead if waiting for peeps in the lobby I just start myself. People will join in more readily then.
If I wait in the lobby one joins, waits a bit and leaves since there's not enough peeps. When/if the same person joins an ongoing game he most often stays.

This is what I do, usually start at Threatening or if I recently promoted, Routine, and if I feel the group that joined is solid, I'll bump up the difficulty.  Had some surprisingly good Perilous games this way.  Even if some of them failed.

I'm picky, I don't like annoying people who sing crappily or eat while having their mic on.
I don't like when pugs join only to make everyone wait or if it's on perilous and I'm an Archer with 3 stealth mode people or mixed with stealth / reaver / katari.

I wish I could open a Perilous lobby and let pugs join me, but that doesn't happen, and I'm in central Europe.

But I feel for you, SpaceV3gan. At least I can find a decent PUG lobby on Threatening almost any time of the day.

I can sometimes pug Threatening. Not at the hours that I usually play, but on weekends primetime, generally yes. Though I always come across the same 3-4 people and I assume there is no more than 1 lobby Threatening lobby in region at any given time. Routine maybe 1-2 lobbies. Though since I can only play at late night, I can't find any. Perilous lobbies in my region don't exist.
Knowing that elsewhere pugs are flocking to play (last Sunday morning played Perilous Public on a euro host, pugs were joining en masse.) and I can't be matched with them due to this BS region-lock matchmaking is a pain.
Overall I try to play with friends only, whenever possible. And I always in the search of more active people playing on PC.
