This website allows you build world states, the keep allows you to choose the decisions you made in DA:O and DA2. This is NOT automatic like a save game port. You have to manually input the choices. Once you have your world state you can export it to DA:I. This requires that you login to 'the keep,' with the same EA origin account that DA:I is registered to.

Err there is no world state to import into DA:O, what choices could you have made pre DA:O when DA:O is the first game? As for DA2 there are third party programs that allow you to create a save on the PC using a SIMILAR method the keep uses, but it creates a save game file for DA2 to read. The DA2 system was flawed there were issues and bugs associated with it the were never resolved because the system was fundamentally flawed. Which is why they went with the keep system. I suspect to see a keep like system for all Bioware franchises in the future.
I doubt you will ever see a keep to DA2 interface because the systems are radically different and there is little incentive for Bioware to invest money into making the keep compatible with one of their least popular games. At some point you have to abandon older software and forge ahead a new. The keep solves the cross platform issue for DA:I and all future DA games and having one title, DA2, excluded from the system isn't an issue in the grand scheme of things.
Op is talking about importing with Awakening & witch hunt. But those were fine.
