The Shadow Broker x 500 million?

As far as we know, SB was an exceptional Yahg, far more cunning and precise than most of his contemporaries. There'd probably be plenty of Shadow Broker types within that 500 million, but who knows how many? That's why the manpower question is germane. If there's 10 billion Yahg for example, that would be a big problem.
The only way we know the SB yahg to be an outlier is that it agreed to leave the planet. Which tells you something in and of itself. It had to agree. All the advanced tech the previous Broker's agents brought was useless in capturing one.
I also think it's natural for people to like 'races' that follow their own moral standards, or are similar to them, in the same respect that it is ordinary for people to like those who share similar feelings.
