I'm doing a FailShep run, and I've never managed to actually botch this check. How low do I need to go?
Yeah, I can just drive the point score lower, but I'd rather do the hospital convos.
What's the Reputation needed to talk the VS down on the Citadel?

Pretty low.
If Thane and Kirrahee are dead, the salarian councilor is killed and Udina shows a vid of Shepard killing the councillor significantly increasing the chance of the VS not backing down.
Saving the original council improves the chance of the VS siding with Shepard
Romancing and cheating on the VS has influence.
Being kind or mean towards the VS during Priority: Mars
Taking the paragon interrupt of lowering the weapons when you confront the VS.

Right. I can easily get low enough to need to pass a Rep check -- Kirrahe, Thane, and the Council are all dead, for starters. But getting my score low enough so I don't even get a Rep check requires me to blow off stuff I'd rather go ahead and do.
I suppose I can just play it through and then use Gibbed to edit Rep points down if I've got too many.

Turns out you only need one Reputation bar to pass this one. I'm not sure it's possible for an imported Shepard to ever fail a check that low -- my last import had 184 points when she landed at the Mars Archives, and the first bar threshold is at either 200 or 210 points, depending on who you talk to.
