Both are kneejerk anti-authoritarian women who are slightly damaged and initially see the world in very black and white terms. They're certainly not identical but the parallels are there.
One of OPs points is that using a strict RP mindset, based on Sera's initial scene, what reason is there to trust and recruit her. IMO it's the one thing that works against her most. I'd ask the Sera fans the serious question: Do you see any issues with the intro scene? Should it have been done differently?
I would leave it as-is. As for the question of what reason there is to recruit her? She warns you about the troops that the noble plotting to kill you had as his backup being on their way, and she took action that slowed them down so that they couldn't be there in time to help him kill you.
Honestly, is there really a way to objectively justify Sera? Either you like her/think she can grow on you, or you do not. IF you think that you just cannot take her, do not. IF you think you can enjoy her, or just hate not having a total range of choices with all companions, then take her.
The opening scene does not tell much about her really. it is only after having her around that you learn about her and can try to justify her or not.
That's more a case of risk vs reward. Cole could be potentially far more useful and even though he's from another plane of existence he still learned some manners. The Inquisitor should be treated with respect in order for his/her power to be absolute, something that is essential if Corypheus is going to be beaten. Sera simply can't understand that.
During my whole playthrough, Sera never insulted my Inquisitor.
The closest she ever got was when she was angry. And even then the conversation could end in a friendlier tone without really requiring you to agree with her.
The controversial moment where Sera points her bow at you? She admits it wasn't the best way to go about it.
All that is more than I can say for Vivienne, who actually mocks your for fun.
In truth, she's the only companion I've seen actually dismissing the Inquisitor's authority.
"Your fortress? Darling, Skyhold belongs to the Inquisition!"
But somehow, a potty mouth elf stands out in this area.
Actually in the long run I found Sera a lot less objectionable than Solas, and far, far less problematic than Cole. Might just be me of course. Vivienne never really bothered me that much, but then again I didn't spend a lot of time talking to her and it's rare that I end up taking her out on missions so that might have something to do with it.
I think part of the reason why Sera is so divisive is because she receives so little character development. She never considers changing her world view and she shuts you down repeatedly if you challenge her. Acting like a woman child at times certainly does not help.
I actually found Bull harder to justify if I was RPing properly I probably shouldn't have accepted him as a Vashoth inquisitor (at least there was an option to say Leliana would be keeping an eye on him). But obviously it's nice to have all the companions.
The way I justify crazy companions is that we're pretty desperate for the help at the start of the game. I mean Leliana seems pretty loopy but at that point in Origins it's just 2 wardens, a witch of the wilds and a dog versus the blight so really it would be stupid not to let her join. Same with inquisition, at the start of the game we're really low on allies so we really do need all the help we can get.
As for justifying Sera in particular. It's true that she talks as though she's on speed but she is a cracking shot with that bow and she's offering the help of her friends (even if she doesn't make it entirely clear how they can help).
Well, the way her Friends can help...
Uh... If you really need to know, and it's important, her Friends can tell you how many times your enemy has visited the bathroom in a day.
That's the power of the little people. They're everywhere. And unless you don't sleep, eat and ******, you're never far from someone little.

I only really hated Vivienne. Didn't even recruit her in my second playthrough because I just couldn't get on with her at all. Don't get me wrong it all helps to create the illusion of an actual world - I don't get on with everyone there either, but I wish they'd given me the option to kick her out lol
As for a RPing point of view for that - I'm a Dalish Mage, pretty much an apostate who travels with another elven apostate. And she's pro-circle. Thanks but no thanks...

I actually recruited her, because I thought "Yeah, gonna want the Knight-Enchanter book from her" but then I found out I DO NOT LIKE KNIGHT-ENCHANTER.
So the entire recruiting was pointless in the end. Lyna became a Rift Mage.
And you CAN'T KICK HER OUT, BECAUSE DIVINE BLAH BLAH BLAH.
I hope I can overthrow Divine Vivienne in a DLC. Because HOLY HECK.
