Mage healers only work out of combat, as it is a taxing art. Remember Anders when you first meet him in DA2? He's exhausted from healing a child. This was sacrificed in the name of gameplay in Origins and 2, but Inquisition actually fits the lore better than the other games.
If it's taxing, couldn't they just interpret that as healing spells taking up a lot of mana / cooldown, kind of the way they did in DA2? It just seems weird that your mage can summon a blizzard or, you know, revive companions from "death" with the Revival spell in battle but can't patch them up when they're wounded.
Not to stray from the topic, but the revival of fallen characters in DA:I is a bit iffy as well. It either requires a spell to summon spirits, or... kneeling by them for a couple of seconds and apparently giving them a pep talk (maybe a hidden poultice is involved, or a good slap to the face to wake them up). I guess none of this is new, since healing / revival in the games have always been a weird combination of mechanics that don't quite logically fit with a consistent lore, such as companions auto-reviving and auto-healing in DA:O after a battle's over.
