Can you advance time in tactical camera view on PC? I know you can on Xbox with RT and on PlayStation with R2, but I can't figure it out on PC. You'd think the arrows on either side of the hourglass were for that, but it doesn't work.

The hourglass just means that the game is paused. I think you can click the hourglass to pause and unpause, but you can also go into the keybindings and set the key to use for pausing. You can also change your options so that tactical camera does not pause automatically when you switch into it.
Default key is control.

Only with a controller. With KBM, the game plays quite differently.
You can pause and unpause at any time regardless of camera mode, but the Advance Time feature doesn't exist. And while I would like the Advance Time feature, I wouldn't give up the other aspects of KBM combat to get it.
