While exploreing I built the watchtowers in the farmland before going to the war room in order to complete the quest. How or can I redo the quest?

That's what you're supposed to do, I think? 
What should have happened is:
1. Speak to horsemaster Dennet, he'll tell you to talk to his Mrs and some other dude... that dude, will then suggest you build the watchtowers.
(Did this happen?)
2. Go to each marker on map where watchtowers will be built.
(Did this happen?)
3. Next time you're in Haven, do the war table op. From what I can recall, it takes roughly half an hour? (Could be wrong).
When that's done, go back to Dennet and talk to him.
Otherwise... I have no clue what you're talking about.

I think that you put the markers out and then you go to the war table to have the actual towers built and then you go back to the farm and tell Dennet's worker that you did all of that. He tells Dennet what you did and that part is complete.
You still have to do Dennet's wife's quest concerning wolves. After you've done that, you go back and tell Mrs Dennet and then you can talk to Dennet and he'll be happy and help the folks in the Hinterlands.
So maybe you still need to help Dennet's wife?
