The real problem with the choice when I think about it is Vivienne. She's a nonsense candidate for where she is on the political spectrum. She's an arch conservative mage (more anti-reform than the uber devout Cassandra!). That makes no sense. A Chantry that shares her values would never elect her.

Agreed and this should also apply to Vivienne herself. To paraphrase Groucho Marx she should state:
"I refuse to be the leader of any chantry that would have me as its leader."
