We are told comm buoys are needed to achieve the low mass corridors effects, but we are also told comm buoys are expensive pieces of equipment that are only build on major settlements and are the first things to get destroyed during War.
So my question is HOW do frigates act as scouts and transmit information to the main body of the fleet if they are unable to sent messages through FTL on contested or hostile systems? Is every single frigate equipped with a Quantum Entanglement Communication device, or can ships use tight beams communications as well?
I believe the later as there are too many examples of FTL comms between ships on contested systems, or when the STG on Virmire sent a message to the council even though they were grounded on hostile territory, I mean its not a stretch that a ships with dedicated communications systems and a mass effect core are going to be able to do what a comm buoy does since they are a space station with dedicated communications equipment and mass effect core.
I think the main difference between ship based tight beams and comm buoys is the range, comm buoys work on distances of dozens or hundreds of light years, while ship based tight beams work at a much shorter range (within the same system in most examples with a couple of outliers.
Now am I right? Or there is something I am missing?

Probably better not to over-think this, I have the distinct feeling that we are dangerously close to the topic of "things that make no sense" thread here.
That said, what you are suggesting sounds likely.

I'd even say that dedicated main buoys have a range of thousands lightyears.
About Quantum entanglement; Prior to ME2 these seem to be relatively new in ME2. The limitations are correctly stated by EDI (as only working between 2 dedicated end points).
In ME3 these seem to be mass produced, without the directional limitation (doesn't make much sense though). Outfitting ships with QEC is not really worthwhile for ME ship, or only for deep space explorers (imo).

This should move to "Things that don't make sense." In the MEU, most communication was based on Y2K technology + another 20 years. By 2185 let's go for it. QEC should be dirt cheap, but it was only for Cerberus because only teh evulz could have it, so they made it very expensive. I think our smartphones aside from the "weapons mods" are as capable as the omni-tools.
