Call me crazy but perhaps Cassandra simply dresses the part of a Seeker (aka a Warrior), and wearing frilly / revealing or form fitting outfits would be counterproductive to that role (Seeker), as would having long flowing hair which would make it somewhat difficult to wear a helmet for added protection...
