The only thing that Morrigan initiates is the Dark Ritual. Even if you have sex with her and break it off afterwards, it's initiated by the Warden. The "romance" romance is by no means whatsoever started from her end.
Well technically no romance is initiated from DA:O character ends... one playthrough I forgot to talk to Alistair at all and then was like oh.. nothing is going to happen here.. but yeah I still just mean in like.. conversation.. she seemed more prone to questioning and prodding me versus other members, especially by comparison to someone like Leliana who struck me as shy to the point of not even really ever expressing her pure personality or desires at all (except for the Ashes basically). Sure, she was more willing to have sex first, but I don't measure a person's willingness to pursue or be pursued by how frequently or quickly they have sex basically.
Anyway, my point was just that she struck me as neither a pursuer nor wanting to be pursued necessarily, not necessarily that she was this gung-ho Isabella Cyrus figure.
The reason I said that is because while I hope for the same kind of thing (and even pointed out the passivity of several characters prior to DA:I's release), I don't really like Isabella/Ander's figures either which just (in my opinion) seem to veer to the other extreme.
