There needs to be another way to obtain this. The Chantry garden sucks but not choosing it makes it impossible to complete the Banner collection.

Huh, I did not know that. I haven't done the herbal garden yet, but I was going to for this character I'm currently playing. She's still at Haven. If that's the case, then I'm with you OP.
