Indeed, but as far as I've known he's only admitting that he was wrong about you, and in case you Inquisitor is (Vashoth) Qunari he'll admit that you're different from your people. Please correct me if I was wrong, but I don't see him changing his opinion about the Qunari and the Qun, as he's still saying that Qunari are savage creatures, and their ferocity held in check only by the teaching of the Qun, but you're right in the end he is willing to admit that he misjudge you, and that he was wrong about the Inquisitor.
I can't help myself but to link what I've once seen linked before...

Slightly exaggerated
Still, saying that Solas realized he could be wrong is... a bit much. He admits - on VERY rare occasions - that you're different from other Qunari, or that Dalish might've actually done something right for once ("created" you), but that's more like admitting existence of exceptions rather than ability to challenge his own views. Not that it's surprising from a guy who apparently f*cked things up with best intentions then f*cked things up trying to fix that and now is on yet another quest to fix all he's ever f*cked up... only to, yet again, begin with the assumption that he's smarter than everyone and has it all figured out.
Basically, he messed up twice and while he claims that he learned his lesson (in banter with Cole "much younger elf who thought he knew everything") he really didn't - he does the same thing again and again blindly following his great ideas without consideration that perhaps his extreme measures should be double-checked with someone seeing as they tend to backfire.
That's not someone who simply realizes that he made a hasty judgement and perhaps should re-think it. Acknowledging exceptions is likely the best he can do, really...
