Placeables snapping in custom tileset

Is the Callister dungeon set really that buggy or is my "snap" feature somehow enabled. How can I tell?

I've encountered situations were placeables would insist on snapping to certain points in a interior tile - even when there was no apparent hook at that location, and with snapping turned off. 

 

It happened with the standard castle tileset once. No matter where I tried to place a placeable in a particular tile, it always jumped to one particular spot. It didn't happen with any of the other tiles in that area, nor in the same tile variation in other areas. I ended up having to move things around by adjusting the X,Y,Z values (thankfully it was a small tile). The weird thing was that I'd already placed a heap of placeables and environmental objects in the tile previously without any snapping issues. Once the snapping behaviour started occurring, it refused to go away.

Its just happening in McAllister dungeon and fairly sparse. I've noticed his floor tile heights are uneven but everything keeps snapping to the tile edge dead center like where a door goes. I'm about done but I may drop this tileset from future use.
