Best piece of advice, don't ask for PC tips in a gaming community. Go somewhere technical, for example the fora for tech-blogs/websites like Guru3D, Kitguru or VideoCardz.
Prepare to learn and when you've got a sufficient grasp on what's what, then you can ask for more specific help (if you still need it by that point). Understanding PC hardware is not hard and building a PC is like playing Lego 2.0, nothing you need NASA or whatever for as some people like to think.
Rule of thumb: you can get a PC that will play all games decently for as little as around 400-500 bucks (just don't expect all the eye candy) and you can have a beastly PC for 700-800 bucks. If you want a PC with all the luxury (SSD, etc.) and the power to pretty much max out all contemporary games at 1080p resolution, 1000-1100 bucks will see you to it.
