I just picked up a ring that increases barrier power by 30%. Is that new with some patch? Did they do something to tone down the KE to offset this, or is the KE now even more of an unkillable beast than ever?

They fixed the ring in Patch 5 (previously, it claimed to increase duration by 30%, which didn't actually do anything).

I believe it increases power (amount) now. That change was made in Patch 5.
It was nonfunctional before (the duration buff it was applying had no effect on Barrier).
