Being powerful doesn't give someone cosmic perspective. There's always someone with a dream and an imagination for "something else"--- and if there isn't, then the galaxy truly is worth destroying. Because that would be the true end of life, even before Reapers come into the picture.

I don't even know what you're talking about. Cars?
I rebutted the only point that needs to be rebutted. Reapers are just powerful. Not full of perspective. All they see is one possibility and orchestrate everything down that one path every 50,000 years. They've never even diverted from that programming... so how do they suddenly have cosmic perspective? Not only do they not know other viewpoints -- they don't care to know either. They just carry out the same vision over and over and over and over again. This is just declaring one vision, and simply having the power to smash anyone who disagrees. In Harbinger's words, opposition is simply "pointless" or "irrelevant". "This is true power".
It's childish at it's core. When a bully child wants his way, he just punches the other kids and gets his way. It doesn't mean he has perspective though. It just means he can kick their asses. The minute power is taken away, more perspectives can be heard again.
The same applies to Control. It doesn't matter what other perspectives come up. All a Reaper has to do is talk like Harbinger and people will shut up. And if they don't like it, he kills them. It's revolves around power. Not omniscience. And ultimately why TIM represents it. It's not just about controlling Reapers, but controlling everything... putting yourself on the top of food chain, just like TIM wanted. Being the mastermind and trying to play god. It doesn't matter if you're right or not.

Regulating everything does have a tendency of restricting possible more 'random' improvements from arising. Though I guess you could say the Reapers were successful if their actions led to someone like Shepard rising up. "You've..impressed Sovereign."

Shepard arose because of survival struggles and/or conflicts. Not any special circumstance or genetics. Or doing on the Reaper's part. Everything Shepard was could have been done in a more primitive stage of the cycle. That's what all of the origin stories boil down to. Akuze, Elysium, etc..
And I think it's what puzzled Miranda.
I can understand the confusion that applies to the Reapers being essentially mindless, but exceptionally powerful tools locked into a form of existence that is limited. I've tried to account for that in the O/P by shackling the Reapers into a consensus imposed by a Virtual Intelligence that had no way of breaking from its original coding.
What I was attempting in outlining the theory of Extelligence Consensus models was highlighting that the Reapers prior to the Catalyst revelation existed in a very different form in ME1 and ME2
A very much superior form. Which is why is the holokid is such an insult to them, as well as us. It's like seeing a quantum computer and then using it to play Solitare for all eternity.
Reapers as originally concieved- cosmic or nigh cosmic
Reapers with holokid- shackled into being killbots. All that power wasted.
Reapers united under Shepard in Control- quite likely exceeding even their first state.
