Rift mage specialization quest has false information in it (SPOILERS)

This quest requires Venatori Tomes.

It part that is false is specifically says the tomes can be bought from the bookseller in "VAL ROYEAUX".

There is no bookseller in "VAL ROYEAUX".

There are only two levels and a total of 10 merchants between them, (9 on the ground level, and 1 on the upper level). I've been through all 10 merchants inventories, nd every single tab of their inventories, and none of them sell books. Further more, no merchant in "VAL ROYEAUX" even has anything called a Venatori Tome. I triple checked every tab in every merchant.

Now, let me just stop those of you who want to try and split hairs with this, there is a merchant that sells codex, but the quest says bookseller, not codex seller.

Codex's and books are not the same thing and everyone knows it. So don't even try manipulating this issue. The quest says bookseller that means books.

I think that getting it from the book seller requires the "Short List" perk. I got them as drops.

 

Since codex entries frequently exist in the wild as books waiting for you to click on them, it stands to reason that they might be sold in books by a book seller. And in fact, they are!

You're misreading the quest description. It claims that you can buy the Way of the Rift Mage tome from the bookseller (I think that's the codex guy). This is in case the companion who shares that specialization isn't in your game (which won't be possible in this case).

It's possible some of the quest items (each specialization has a different pair) can be purchased from a vendor, but I don't know under what circumstances that would happen.

That the quest item for the rift mage specialization is also called a "tome" is incidental. In general, however, everything to do with the specializations is confusing and bothersome, so don't feel bad about it. BioWare could have done a much better job with the implementation.

The ideal place to go to is "The exalted plains". However this turned out to be a lie because since i sided with the mages the "venetori troop spawns" turned out to not be here at all. Now according to other posters on this subject and myself included you would need to go to "Hissing Wastes" or "Forbidden Oasis" to find "Venetori Spellbinders" willing to drop the tomes. However according to a poster they have gotten at least a venetori tome in the "WICKED MINDS, WICKED HEARTS" story mission as well.

 

Frankly I hope this bug gets fixed where the venetori spellbinders no matter what zone WILL drop the tomes and not certain areas with venetori spellbinders. This drove me batspit insane for a while trying to find them because 80% of the time the venetori spellbinders would drop blue viritol, silks and other stuff BUT VENETORI TOMES.

This should have no effect on those three spawns.

As long as you still have the requisition to create the tome of rifts, there are three special groups of Venatori that should spawn in the area (they have static spawn points, so they'll always be in the same place). Each group has a spellbinder with a 100% drop chance for the tome.

There are reports that sometimes they won't spawn correctly, but it shouldn't have anything to do with the choices you've made earlier in the game.
 

Now according to other posters on this subject and myself included you would need to go to "Hissing Wastes" or "Forbidden Oasis" to find "Venetori Spellbinders" willing to drop the tomes. I sided with the mages and it didn't affect it, although I will note that I had to run around for a little while for one of the groups (the one near the dalish caravan) to spawn. The other two were there waiting for me and I got the drops with no issue.

Well for my female human mage I played I sided with the mages and when I was trying to get the venetori tomes from the spellbinders in the exalted planes in the three specific spots the one website I posted the link to there were NO VENETORI UNITS AROUND AT ALL. For an example the one spot near the dalish camp kept spawning "Freeman of the Dales" and not "Venetori". The other two spots were the same as well (one had a general that I wounded and took back to skyhold for judgement).

 

I do agree the venetori item drops are low but frankly I still feel partially in a way they are location specific too. I do admit also as of late I know the game got patched so hopefully the exalted planes no longer spawns Freeman of the Dales if you sided with the mages.

The issue with the Way of the Rift quest is that Venetori tomes are random drops of Venetori Spellbinders.  Venetori are found in Hissing Wastes.  Hissing Wastes is a level 16+ zone.  The static drops for the Way of the Rift are in Exalted Plains.  At each of the three locations within the Exalted Plains you will get one chance at Venetori Spellbinders.  They are supposed to be guaranteed drops but more than once I have not had the tomes drop.  Additionally one of the spawn locations is behind an operation.

 

Nevarran Skulls on the other hand can be pre-acquired from Apostates in the Hinterlands, at least until you pacify the West Road and sign up either the Mages or Templars into the Inquisition.

In another post, OP mentions that schematics are weapons and armor, not "books" but schematics are documents that generally contain technical information for building something and are often found bound together in book form.
