Is gathering storm passive in the storm tree still bugged?

Is it still bugged or did they finally fix it considering 6 patches has been released now?

It's reported to work (in which case, it probably always worked), but it may work strangely.

There may be a limit to cooldown reduction (it will only reduce to a certain threshold), and it may only proc on a specific animation sequence (not every "basic attack"—you have to chain attacks until you get the right animations).

It's hard to test an infrequent 0.5s reduction, but I have no reason to doubt that it's at least doing something.

It is reported to only trigger on the first attack of the basic attack sequence.

Apparently it's changed in Patch 6 to proc on every basic attack (against a target; you can't just shoot air to reduce cooldowns).

So I guess the answer is yes, it's fixed.

It always worked, it's just that the tooltip described its effects poorly. You needed to go through a basic string of attacks, including the finishing blow, and then the icon would appear, letting you know that it activated. Then, as mentioned, it required you to go through the attack string.

 

Apparently it works as advertised on the tooltip now.

Sorry for asking, but I just want to ask to be 100% clear: does this mean that every attack in a standard attack chain counts?

Sorry I missed this. Yes.

 

Originally, the passive would pop up after a full chain of attacks was executed, including the finishing hits. It was wonky though, and some things seemed to break it (like Winter Stillness).

 

That said, I haven't played the game in over a month at this point. I can't say whether, as said above, you can shoot air and not get it to proc. Hitting enemies with basic attacks makes it proc though.
