I just went into the Normandy lab and "purchased" this upgrade (with resources not money.) When I did this, it now no longer appears in the research terminal but in the upgrades terminal. How do I apply it to my sniper rifle (I bought the first sniper upgrade.)

Once purchased, you go into the upgrade terminal and spend resources to upgrade. If you read the description, it applies to all weapons of that type, for all people - Shepard and your squadmates - at least, in most cases. There are some unique ones.
