Enemy archers do more damage?

Wow, okay a single archer oneshotting a person from full life to zero and it's not Perilous?

I was playing as the Katari the other day on threatening or perilous (can't remember) at level 19, I had the superb health belt on with 35 con promotes with full guard and I was hit by a running away full draw from an archer which left me with barely any health left. When I checked my HP from the fade last at that level it was 1300, as well as full guard ontop. That's ridiculous damage considering there's many other enemies to worry about. Fighting multiple archers is a joke.
