Am I in the wrong spot; aren't new quests typically yellowish ! marks?

That is where the rogue specialists are (I see you are a rogue) - if you dont complete each of their fetch quests, the quest marker remains even after you have chosen your specialization. Or this could have something to do with Blackwall (not positive about this), I know you start a conversation with him there at some point. But as I dont know how far along you are in the game, this is speculation.
