What is the max level for items, or in other words, at what level can I get max level items from the DLCs? I know DLC items scale to your level but I haven't found any info up to what level...

No, I think Inquisition has an item lvl cap of 25, and I guess Dragon Age II might be the same, but it might also vary for different item types.
