I believe the AI is supposed to use all abilities when appropriate but some of them only use what you have as a shortcut.Its a mixed bag for me and it gets annoying.

I had thought that the party members you weren't controlling, only used the abilities on the skill bar but have since been told that they will use any of them that they have, unless they are disabled.

I have never seen them a use a power they didn't have on the skill bar. Except for, of course, crafted gear with a skill proc.
