So all of my quests are messed up.

 

I cannot turn into the Auger - even though I have all 5 skulls

 

I cannot talk to Kendric, even though the quest tells me to

 

Both characters just say how may I help you, but nothing progresses.

 

I guess Ill just go kill the Dragon - I am 5/5 on favor with the town

 

Where do I find the Dragon??

 

PS - how do I get past the Ice Wall at Fortress gates?

You need to pull a lever on several dragon statues scattered all across the area to melt the ice. Start NW, near the top of the map, in a ruined temple. The dragon can only be reached after you do that.
