I want to enter the arena but I can't figure out what to do for an offering.

I was confused at first too. You need to requisition it with 2 silverite and 2 everite. Hope that helps! By the way, you can enter the arena multiple times.

I allready have the ingredients but what then?
If I talk to the arena master there are two options:
Leave or "I want to fight".
The last options end up with him saying "You need to make an offering".

Seems to be buggy. This option is missing.
Perhaps as I made some gifts to the Avvar through the operations table before the actual arena quest.

Problem solved.
Requisition table. Not war table.
But a missing quest marker is a bug anyway
