I can't find this in the bugs...I've played this through before but last night I found I couldn't trigger new dialogue with Cullen after Perseverence. I chose the right option of love>what do you want>you can do it... and he acted like I chose the take lyrium.
Anyone else have this issue?

The inner circle quests have several sequence bugs and most have solutions if you can find the conflict that causes the NPC to "potentially" be at two places. There are a number of dialog options that may or may not trigger, making them appear somewhat unique when observed. You will likely have to back up to a previous save to find the problem and clear it.
