Okay, I remember getting the rod from the first chapter of the original campaign... Does anyone remember where exactly?

Try the wizard tower maybe?  Might have also been random loot.

I don't think you can find it as static loot (though I'm not sure). I'm fairly sure it can't be bought.

For reference, I found a Rod of the Ghost in a "boss chest" guarded by a Bloodsailor Lieutentant (Bloodsailor Hideout Level 2, Docks District, player seventh level).

 

So yeah, found it randomly in this case.
